An alliance coordinates complementary capabilities across two or more independent organizations without bringing the participants under common ownership or unilateral control. Its thesis identifies the shared opportunity; its mandate defines the scope of coordinated effort. The operating model assigns authority, governance, and decision rights; operating capacity supplies the resources, workforce, processes, and integration required to carry that scope.
